Rick Harbour, President

As founder and President of VSGI, LLC (VSGI), Frederick C. “Rick” Harbour is the chief executive officer responsible for both the corporation and the day to day direction of the VSGI LLC Construction Services group. Rick served in the US Marine Corps and received a Purple Heart for his duty in Viet Nam, is a civil engineer by education and professional engineer by training, and brings over 40 years of experience in the construction and development industry. He has built a solid reputation as an individual and now in partnership with the VSGI LLC Series Partnerships and Joint Ventures.

Rick Harbour’s father founded the family regional Chicago construction business, Harbour Contractors, Inc., in 1959.  Rick has worked with that firm and others including developer/design-builder OPUS, North and as a consultant for several construction companies nationally such as EMCOR for many years. In 1996 he started his own firm Compliance Safety Associates (CSA), based on his passion for and knowledge of environmental health and safety.  He and his firm helped more than eighty (80) owners, government entities, general contractors, and subcontractors with their safety and environmental programs.

As a long time advocate for a better environment, Rick Harbour has participated in related industry organizations for many years. During his time as Vice President of HARBCO Environmental Inc., Corporate Management/Business Development, Harbour worked with the leaders in the Environmental Construction Industry and private corporations to remediate environmental sites and, assisted in the incorporation of the Environmental Project Development underwriting process presented to the IL EPA. In 1990 he was the Executive Safety Director, operating as Corporate Safety Executive for the Airport Owner Represntatives (AOR), a program management joint venture at O’Hare airport for the City of Chicago DOA.

In 2007 he rejoined Harbour Contractors as Vice President, Executive Health & Safety Manager, responsible for corporate safety program to include the Chevron Phillips SITCapacity Expansion (Storage-in-Transit) rail project in Cedar Bayou, Pasadena, and Orange, TX.

Over the years Rick has handled a wide variety of business matters, including employment, contract disputes, and OSHA compliant issues relating to the construction standard 29CFR1926. He has always worked closely with union, corporate, and project management to achieve appropriate solutions.

In addition to maintaining strong relationships with end users, he remains active in construction industry trade associations, including AGC and the HACIA and has frequently testified on behalf of the construction industry in the Chicago legal community.
